Flash Jigsaw Creator
I just purchased a new jigsaw creator that creates Flash output, and does NOT require me to own Flash. Of course I do own Flash, but I find this much easier to use. It's called Flash Jigsaw Producer .. you can download a free trial (with limited features) and then upgrade to the full version here.
Here are some of the puzzles I made as soon as I downloaded it:
